Best way to record which clients have downloaded a file

I'm a bit new to the web side of programming, I mostly work in VB/C#. I am wanting to allow clients using specific software to download price update files. And I want to record the clients ID so I know they have loaded the update file.

I'm trying to figure out where to start, what hosting I could use (could it be via a file host eg. Google Drive, Dropbox, etc)? Can I just send a parameter with the file download with the client ID? If there is a way to send a confirmation after the update has been installed?

The update files are just CSV based.

If someone is able to point me in a direction to start that would be very helpful.
