Web service that trigger a webhook every time daylight saving time start or end in a country

I want to know if one of you can give me a good web service that triggers every time there is a daylight saving time that start or end somewhere in the wolrd

We have in our company to find a way to update the timezone of the devices (which is just a number between -12 and 13) when the daylight saving time start or end (adding or removing an hour to the timezone)

We have devices all around the world so the goal would be to find a web service that will call my webhook every time somewhere in the world the daylight saving time start or finish with some information on the country concerned (country code) and maybe the new timezone of this country Like that we would be able to update our devices in this country
