Platforms that save money to send to an user (after a condition is true)

I need a platform that can receive different transactions from different buyers that are for an addressee user. Then, if some condition is true, the money will be send to the addressee user.

Also I need that the platform can give back the money to the buyers, if the addressee user desist of some condition.
