Can Browser Web App have full access to directory?

Can WebApp Browser app request access to some directory on the file system.

It seems like it would be a security concern, but nonetheless curious to ask.

What I mean is to have read+write access to a directory that is local on the file system? (I dont believe that this is allowed)
