Any solution to host linux shell account provider, like freeshell

I have a 64GB 16 core computer sitting idle, and I want to put it to some good use by setting up a fully automated Linux shell account system. Something like freeshell.com or other free shell provider. Basically I want following;

• Web portal to register for Linux account
• Email verification
• Automatic account creation with rooted shell
• Disconnect after some idle time
• Other typical things to have a smooth system running, e.g. Quota on disk/io/CPU/memory/ports etc.
• Some sort of reporting and monitoring system
• Later add databases like MySQL, SQL Server, Oracle etc. hosted in their own VMs.

I have 100MB U/D internet connection and I want to setup this behind my home router, and if possible in a virtual machine. Is there an opensource system or software or guide that can help me in this endeavor.
