Is it possible to link/ redirect a webpage using Form only with HTML?

Pretty new into the environment here. Does anyone have a solution to linking to another webpage using a Form by only using HTML. *Not using the following ways:

• JavaScript
• Form action method with some high level language
• using URL --> Which requires a deployed web application.

Basically, Im trying to redirect my index.html page to another page (test.html) by only using HTML with my Form. Please observe the -->

If you can, please help me manipulate it to make it work.

*I have attached images to hopefully make it more sensible. If its not then im sorry.

I have a feeling that I cannot. But just wanted to reach out to see if there are any other good Devs that have way more experience than me.
