For a simple website application, which language would be most efficient? [duplicate]

I program in a few other languages, and have an amateur background. I'm thinking of creating a simple website that will create external affiliate links to share signup bonuses for new members.

1) person goes to website, clicks generate referral link, and gets a link. 2) person who's link was generated gets an email to check their account, as someone was just given their link. 3) person checks and confirms getting referral bonus and the first person gets credit on site and is emailed to enter their affiliate code. 4) first person is entered in to the list of users and now is eligible for their link to be share.

I really appreciate any help in choosing, as I probably should initially focus on a single language or stack.
