Display (almost) always index.php content with .htaccess on web server

I want to have a .htaccess file in a folder.

And even if is accessed an existing subfolder (without two certain folders: static and upload) or file, I want to be displayed index.php content.

And don't know to do that. Can you give me the entire code please?
