Navigation bar for multilingual web-application with many rubrics

I am looking for some simple solution for navigation bar in multilingual web-application with many rubrics. Each rubric can be accessed via entry in navigation bar menu. By default some “main” language and first page of main rubric must be shown. When the user clicks (select) some another language, the first page for this language for main rubric must be shown. By user click on some another rubric the main page of this rubric at current language must be shown. Selected rubric and selected language are always highlighted. The navigation bar must be simple extensible for new languages or new rubrics. I didn’t found some really simple and low-code solution in Stackoverflow or in GitHub. Could you propose some solution or best practices?
