Best way to develop native hybrid mobile app ( Webview app ) fast web render as native

Can anyone suggest best way to develop webview native app the can feel as an native android app, i need webview pages to be pulled from server and fast rendering in android or ios.

Main concern is with load time and rendering speed on device, i want to develop with base bootstrap overridden with custom css style written in SCSS and front end development in ( ES6 Common JS )
