How to get the data from an IP address or url

I am new to GPS and web Programming. I am working on GPS Device which send its GPS Location to an IP address xx.xx.xx.xx and port. This device sends its GPS Location after every location change but the problem is i don't know how to do a code for this IP address which gives me the sended data from the GPS device.

I need to write a code which gets the data from the given IP on which the device is sending the data.
