Best c++ web framework for a newbie [on hold]

I'm web designer and I need to make autorun program which renders .html code (which is using jquery and css3).

I don't know much about making programs so I'm looking for well explained frameworks.

I made simple Visual Basic program working on Awesomium but there are some problems with performance (low FPS render) and it don't support CSS3.

Does anybody know some good alternative?
