Pay Chrome Web Store Developer fee with Paypal?

I can't wait to publish my first webapp but first I had to pay a $5 fee in order to register my account. I added my paypal to my Google Payments and tried paying the fee with my paypal but it forces me to pay with a credit card which I do not currently own and is hard to come by in my country. Is this a bug or am I doing something wrong?
