Alternative java based web framework to replace legacy tcl web application

We have legacy tcl web application which is running in aolserver. Each html file has backened tcl file. Tcl calls db to get data & build variable list. Aol server render html+ data from tcl. Each html could includes multiple other html (with backing tcl).

To reduce the migrate risk, I only want to translate current html/tcl code to new language at first step. I am looking handlebar.java, freemarker as alternative.

Any suggestion, comments?
