Search engine creation

I have a specific project ahead of me. I need to create a search engine, that will search several sources, and display the content to the user.

I need to use natural language processing (like Lucene), ranking techniques, suggestion mechanisms (like Mahout)... I have no experience in WEB programming...

Which technologies and frameworks do you suggest me to easily create user and server side, to integrate all the information, and figth with this thing.
