What technology should I use to write web portal? [on hold]

I would like to write some web portal (like facebook, craiglist but not so big :) ), where users can give some notice. It would be good if there could be possiblity to log in by facebook account (but not only) and interface must be modern and also when somebody would like to get to this website by smartphone it should display in clear, modern way. I need also some database...? Generally question is what technology shuld I use to write it? I was wondering about vadin or some thing like this. Thanks.
