Is it possible to have a wallpaper that is fully mobile responsive on a Joomla website?

I am having some trouble determining if it is possible to have a wallpaper respond and render properly across all devices?

The current wallpaper we have on the site works well on device screens 1280w but as soon as the viewport shrinks the wallpaper gets cut off, and I want to have it render the same way it renders on 1280w (showing the people on the left and photos on the right of http://ift.tt/1Cdcj0R)

Would I need to set a unique wallpaper for every device viewport size?
