making a project to view a car specification

i want to make a project to view any car technical and performance specs such as carfolio.com and zeperfs.com

which you can enter the manufacturer and browse the car you need

i want to make a desktop application and a web based application and android application for the same purpose

how should i start ? i should first design database or start with the applications design ?

what type of database is recommended oracle // xml // sql // files?
