Binding C librares on python and Perl but reverse

You know, we can bind every C library on Python or Perl language programming. A good instance is PyQt, PyQt binded from Qt.

Question is: Can i do reverse above way? It means suppose i have a library in Python or Perl, and i want to convert to C library... However , You can think to convert a web program to shared library or a set of function.

My Goal: I need to improve a set of security features.
