Buliding a webpage from scratch

I'm a beginner at web programming. I have just learn the basics of html and css from tutorials, and I want to begin practicing my skills by copying the "BBC" web page (https://www.bbc.com/news), or smth similar. How do I start? Is it element by element? Or is there a more general way to start?
