XAMPP Apache spends a lot of time loading if used after a period of inactivity

My problem is that after not using localhost for a long period of time ( > 30mins), the next time I try to use it takes an awful lot of time before the websites finally finish loading. (1-3mins).

After that initial slowdown though, it starts working fast as it should be.

Do you guys know how to solve this? Thanks.
