Way to get a random Adress in a City (Must be a real one)

this might be a bizarre question but I am developing a game where there should appear random emergencies in a city, configurable by a user. The emergency should be placed on a map, so I need an Address which is in that selected city. If possible I should be able to choose between house or street (For accidents on streets and fires in houses). I have already looked at the Google Places WEB Api, but it only gives POIs, so restaurants, etc.

I would appreciate any idea. The method should be possible to be implemented via a web service, or a free api.
