Unable to navigate between html pages

My project layout is like this:-

  views
     index.html
     contact.html
     gallery.html

index.html

 <a href="contact.html" class="hover-effect scroll">

     </span>
</a>

By default the index.html loads first . But I am unable to redirect to any other page . I am new to web design . Any help would be truly appreciated . Thank you
