Best method for dynamic website?

i want to create dynamic website with sections, and sub-sections using PHP & MySQL DB, it's posibble create, edit and delete pages using php&mysql? or it's posible change "http://ift.tt/2ulaJcS" to "mysite.com/about-us"?

Is there any good php&mysql example to do this?
