Python script for text file on web server

I am creating a python script that will open and append to a text file of IP addresses hosted on a windows web server, standard http. The PY script would be coming from a Linux box. should I open the file, pass the smb credentials and a unc path OR should I connect to the webserver some how? Any code examples or points in the right direction would be appreciated. thanks.
