How to make online documents seamlessly editable?

I'd like to extend a web application to seamlessly edit uploaded files with the programs the user want to use.

This is the preferred work flow:

1. The user clicks on "edit" on an uploaded file (in the web application)
2. The file opens locally with the program preferred by the user (for example Libre Office or Open Office)
3. When saving the document, it should automatically upload to the web application.
