Dynamic Dashboard Creation

I have a requirement that a user can login and he can create a new dashboard by adding either predefined charts, grids. These chart/grid widgets should be movable and resizable while creating dashboard. Once dashboard is created user will save with some appropriate name.

Now once saved. He can view the real-time data on this dashboard whenever he opens it in read mode.

Can anyone help me in

1. Which Javascript FW best suits for this JQuery/Anguar2/React?
2. Can these be responsive screen?
3. What is the best way to save the created dashboard and its widgets position data?
