What do I need to learn to build this app

I'm a advance-beginner at web development. I have learned a little of rails, php, and java. I have always wanted to build my dream app that bets for me based off a betting strategy and a betting plan.

In short mlb 1st inning scores are usually under valued in sports betting line (as a dog). The 1st inning over the last few years has been the highest scoring inning w/ 12.35%. 2-7 inning were close with 11% but the 1st inning prop bet is host by almost every online book (1st inning score y/n).

• What this app would need is to track in real-time the scores of baseball games. (I think this could be done thru an api and ajax up dating info of score to program)
• follow a preset betting strategy.(build in any program language thru OOP object oriented programming)
• login online and bet based on betting strategy, and outcome of 1st inning prop bet (not a clue)
