How to update the Windows XP tray with stock ticker information?

I have a web HTTPS url to a stock ticker that returns data in JSON format, like the following:

{"high": "45.99", "last": "43.47", "low": "39.02"}

What is the easiest way to collect this data from the internet once per minute, extract the desired field value (like 43.47 above), and put it on my taskbar or system tray (Windows XP)?
