How to ensure the reliability/robustness of web-based online exam system?

Generally speaking , web project is not so realiable, because sometimes there are issues on HTML/Javascript loading or browser error.

If we want to develop a web-based online exam system (especially when there is timing), what measures should we take to ensure the reliability/robustness (or if we have a large web project in which there is an online exam module/sector).
