Framework for simple web application for existing MySQL Database

I'm searching for a Framework to build a simple Webapplication for an existing relational MySQL DB. The task will be: + List Entries and columns from Table X + Provide ability to klick&Edit the data of one Dataset (e.g. a dialog opens) + The Dataset contains some Combos with values from SQL-Tables like "Category", "Source" and should therefore be filled. + Optimized for mobile devices + Server is a simple Windows10 machine.

What i don't need: + User/Login functionality

I've good knowledge of JAVA and MySQL and some old fashioned knowledge from PHP (8 years ago). Any help appreciated, thanks in advance!!
