Synchronize one mp4 file stored on a server across two computers

The mp4 is located on a website, and can be played fine through chrome's video player. Is there a way I can have two computers (both with access to the mp4 stored on the website) watch this video simultaneously, without either user having to download the file or a program, like some sort of web app?
