Some tool for drag n drop

I am supposed to do website where we can create advanced rules using a drag an drop interface. For example: "IF the person is above 18 AND the person is male AND (the person likes soccer OR the person likes basketball))...

There are cards and we can create such a rule using those cards. My problem is how to create the UI so that the components are nestable and they resize automatically when the rule is complex and contains lots of conditions.

Actually I need something like Scratch (Control script), but I do not need to run any program, I need to generate the condition to text from the built component.

I hope you could understand my problem. Is there any framework /API that can help me? Or should I write the whole thing by own?
