I want to to build a web based audio application in which there will be a admin and others will be users

I want to to build a web based audio application in which there will be a admin and others will be users.

Is there a possibility that admin can mute/unmute the audio of any user.

Means when admin mute the audio of any user that nobody should listen to the blocked user. any open source technology that should help me or any library?

I am currently working in kurento (webrtc)
