Why are Java packages named com.example.package and URLs are in the opposite order, package.example.com?

Why are package names in order of least specific to most specific, and URLs the opposite? It seems odd to have two different standards for things with relatively similar structures, especially when the structure of Java's naming conventions is much more easily understood.
