I need help designing the following page layout please, first time telerik user, should be very easy for those with experience

I know how to use ASP.NET but I have no idea how to use telerik. For those who are familiar with it,this should be a relatively easy task. I have to do this using telnet. If you can leave comments for me in the HTML code to understand and learn how to use the different tools I would really appreciate it!

I'm currently just trying to do the following page layout:
