How to create a homework solution website?

I was wondering what kind of platform I would need to use if I wanted to create a website like chegg, where you upload the question and members (tutors) solve it and post it. And then they get paid and student pays monthly fee. I checked WIX but I couldn't see anything like it, is there a website/company offering a template for this kind of website or should I start it from the scratch? Any help is appreciated! *** No, I'm not trying to fight Chegg :) or other 100+ homework websites, just wanted to see how to make a similar one and what does it require.**
