How could I be able to create a resume parsing website?

I need to create an ATS (application tracking system) platform on the web, wherein one of the steps I must collect some data from a resume and autofill some information of the candidates.

The problem is: I never worked with websites before. Can you guys give me any advice? I am a little confused about this part of technology integration, like could I use python to extract the information that I need?
