Is it possible to send push notification from website when user not visiting my website?

I am creating a website where I have daily tasks. And I want notification to come from the website 10-15 minutes before my task. when i am not on website i need notification.

So is it possible to send notification before 15 minutes of my task. if user not visiting my website??

using php or javascript or something else??
