Framework to create Online Editor [closed]

Problem Set: I want to create a Web Visual Editor for users to create a workflow and submit them. It's essentially creating boxes and creating flows with responses in a UI. Users should be able to drop in elements, connect elements etc...

How would I go about creating it with modern web technologies?
