What is the simplest mail server for windows just for outgoing mails. Hmailserver?

I need a simple outgoing mail server for a windows machine which runs a webapp on tomcat (no docker involved).

So far I found Hmailserver, which should be very simple but I could not find out if one can block ALL incoming mails. I just want to use it to send mails. All incoming mails should be blocked.

Is that possible with Hmailserver or is there a better option?
