How do I connect two remote devices together?

As stated in the title I want to connect two remote devices together whether it be an android mac whatever. I tried socket programming but I only see tutorials of devices locally not remotely. Can I achieve this client server type connectivity widely over the internet using python? My main motive is to send files over this server to the clients that are connected. I also would love to have a database to keep track of clients. How do i achieve this?
