Building a web site with CMS using Angular [closed]

I will create a web site project that also has a CMS (Content Management System) in the same project to manipulate data, images, news, etc. of the web site. As I have no prior experience to create a web site, I need to help for the issues below:

1. Should I considerate the web site different than the enterprise application e.g. Human Resources, Hotel Reservation systems that are also created using Angular?

Why I ask this question is also related to that, should I display the management panel link shown on the menu, or make it hidden? (People does not need to login, only managers need to login to teh CMS).

2. How should I modularize the system? What should I keep consideration while building modules e.g. feature modules and management (CMS) modules?

3. As there is not complex operations on CMS side, I prefer to build it, but would you suggest any proper 3rd party library or system for Angular or React? Or should it be compatible with backend like .NET Core (I use it)?

Any help would be appreciated.
