create image grid with selecting and go to next fieldset by clicking on image - html and javascript

I'm tring to develop a image cards grid with image selecting from the grid and then go to the next fieldset. but each selection goes to different fieldset. the meaning is that each selection has his own flow. the flow is about five steps.

• all the fieldsets contains image grid only

somebody knows how to do that properly?
