Is it possible to have a web page to enter required values for Selenium input?

This might be a weird question, I have a wild idea, instead of using traditional Excel to enter the Test data for Selenium script, can we have a webpage where we provide all the required inputs and then Selenium would run based on the same?

For Example (might sound lame, but just need some inputs on whether this can be done): I have a website where I need to test, there I need to login and select a few options and order an item. In the web page that I would create for test data entry will take the user credentials and the item from simple dropdowns and this should pass on the input data to selenium, where I have a .properties file.

Let me know if this is achievable, and also input on how to go ahead with this approach.
