How to generate predefined html file by user request?

I want to know is there a way to generate a predefined html file when user click some link?

I have a table showing people data from my database, so basically when user click on any data(e.g. name) it will generate predefined html file showing all the data of that person.

I know I can create the html file manually but there is a huge amount of data in my database. This my first web development and I would really appreciate your help.
