Error adding a new MVC Controoller in Web API ASP.NET Application Project

I get the following error when I try to add a new controller to a new ASP.NET Web Application (Web API) using Visual Studio Comunity 2019.

There was an error running the selected code generator: 'The value -1 is outside the acceptable range of [0,2147483647]. Parameter name value'
