How create method which create new page

How can I create a method which create new page on my site with some content. So if I want make "button" for create new page.I must create method which create cshtml in View and create method in Controller for it.But I think it's bad way.Please tell me what is the best way for do it.I'll be gratefull for any help.

I use asp.net core MVC.
