Suport a newbie with his first website login page

I am newbie so I got a series of questions about where to start and I wish you guys can clear some stuff for me.

I've being coding a login page only using html and css.

I want to integrate it with a database.

What languages/tecnologies do you reccomend?

I don't want you to code for me, I want to learn by my own. I was reading that I need a server but I really dont know where to start. Can u guys specify for me? I even don't know how to make a good question about it. LUL
