MVC exercise explanation

I have to make a 4 paged website about dogs in connection with an SQL database. I have to use PHP and MVC. Only 4 pages (index + 3 ) with the buttons on them (to visit) and the list of the correspondig tables (registered dogs, dogs in the queue, owners, etc..) I have a well written explanation of the exercise, but there are a few thing I cannot understand.

I cannot use any frameworks.

What do these mean?

"Must have at least 1 layer under the Controller layer" (So I have to make controllers for the buttons to each page or what other 1 layer??)

"Model and service methods should be separated. Model here should be clear, used only for representation." (I have no idea...)
